How can I make it on my PhpBB3 forum so that no matter what regular announcements are made in any forum, the Global announcement stays on top of the new regular announcement.
 
I don't think that is possible. I haven't seen a mod for it and i am sure you can't do it by default.
 
If you make a post in the G.A., it will put it back on top of the announcement.
