I wouldn't say that there is any one site that is best for getting free backlinks. Good seo takes time and dedication. Links should be relevant to your content, leading users to what they want to see, instead of something that is off topic.

This will get you a nofollow backlink. Better than nothing, but not as good as a dofollow.

There are a number of places to get dofollows for free, I wrote about it on my site not too long ago.

Another option is to build a backlink funnel, in fact you should do this in addition to everything else.

My favorite is registering with high PR forums that are active and ones that I enjoy. Most big forums will at least allow a text link in your signature and you can add all information in your profile as well.
