it does work if you have an good amount of people entering. I did some over time and hadn't had much to enter

With referral program, do you mean a reward system? Getting new members for your forum is one of the hardest chore and only few succeed without spending. You need a capital outlay to launch a campaign of recruitment. As they say in the naval base... no money, no honey.
