I heard co.tv are now being used by spammers. It is a shame that co.cc got un-indexed, but I think this is what happens when you let people bulk register thousands of domains at once.

No, it's called that's what happens when you offer too many domains for free or ridiculously cheap.

I think Google did the right thing and other search engines should follow Google's example.
