Google has been PR9 for a while now, nothing new there.
From what I have read (and experienced) pagerank has little to do with your actual search engine rankings, of course there are plenty of people who will argue this point but I have seen sites 2 weeks old gain PR5. That is mainly because of heaps of spam backlinks from high pagerank sites, Their PR might be nice but their actual ranking for keywords will be stupidly low. Now Panda and Penguin have been pushed out focusing on getting mas quantities of high PR backlinks to up your PR will be one of the most stupid moves ever. You would have basically committed search engine suicide.
Here is what I would focus on, rather than PR and other stupid numbers:
#1 Quality Content (Content is king)
#2 Choose your keywords wisely (Don't just aim for the obvious ones either, long tail keywords FTW)
#3 Website Speed (Google loves snappy websites)
#4 Social Media (SMO)
#5 Advertising/Blog Reviews (create a "Buzz" around your website)
#6 Don't buy 100,000 scrapebox backlinks (however awesome that sounds), get 10 manual quality links from pages/sites that are NOT spammed to death with sh!t, then get backlinks to those, and backlinks to the backlinks backlinks.
Google has had almost 14 years and has invested billions of dollars in improving its algorithm and whole service, If your cheating or focusing on Pagerank then the big G will know about it.. Trust me.
