Google to penalize "non-mobile friendly" websites?

Recently it was announced that non mobile friendly sites will start to be penalized April 22nd.

Its not a penalty actually. Google is adding mobile friendly as a ranking factor, so mobile friendly websites will rank better. From the webmaster world, it will be on April 21st.

That's right. Not penalize, just be as a ranking factor. It's a google trend due to the rapid growth of mobile market.
 
i've recently switched from a global webmaster to a local one and i tell ya what ... Local search is Almost ALL mobile and a whole different animal.

To do well in local search for local brick and morter business, your site has to be primarily built for mobile and you have to have info such as business hours, and a google map button absolutely positioned. On top of that most of the rankings that matter aren't even organic, they're mostly based on yelp and google+ profile and reviews.
