First Impressions & Appearance - (Out of 20)
The first thing I notice when I load your site is your lovely Christmas banner. I would call it cute. However, one really does expect a more customized theme on a graphic design forum. You appear to be inclined in that area, so I would definitely recommend making a custom theme for your forum; I feel like I've seen the theme you're currently using many times before, and it seems like a graphic design forum should have a more customized and original theme.
Your forum looks decently active at a glance. You don't have any empty forums, your statistics are fairly solid, and you have had a decent amount of visitors in the past forty-eight hours. I don't think your forum's statistics in particular would drive any prospective members away.
Overall, my first impression was slightly positive, but it wasn't extraordinary.

Site Layout - (Out of 20)
Your layout runs a bit long, but it is organized fairly well. Navigating your forum isn't a hard task. However, if you can find any ways to condense your index without losing the balance and focus of your index, then that would be helpful. I don't believe you have to worry about changing your layout too much at this point, though.

Statistics and Activity - (Out of 20)
According to my rough calculations, your forum receives approximately thirty-five posts per day. You have approximately thirty posts for each of your 139 members. Your forum isn't dead, but there is still plenty of room for improvement. Your forum is still fairly new, so post exchanges aren't out of the question. Post exchanges can probably still nudge your activity a bit. I would definitely recommend that you send out a mass e-mail; your 139 members need a reminder that your forum is still alive and well. You may also find it helpful to request some of the services at Forum Promotion and abroad. Assuming you have a good banner and affiliate button, it could attract the eyes of some graphic designers.

Staff Moderation - (Out of 20)
If I can count, your forum currently employs four users. That is definitely sufficient for your activity level, and I wouldn't recommend hiring any more in the near future. I notice that one of your staff members has only eleven posts. Having staff members who don't post actively can give the false impression that a forum is neglected. I would encourage the staff member in question to participate more actively in the forum. However, all the welcome topics appear to be getting a very good amount of posts. That's great; those members who are welcomed are more likely to stay. If the one inactive staff member begins participating more, then you will have a wonderful staff.

Spelling/Grammar & Professionalism - (Out of 20)
Your descriptions don't appear to have many grammatical errors, but the descriptions are bland. Since you're running a graphic design forum with services, you will definitely want your descriptions to make your forum's services sound useful. Your descriptions need to reflect the abilities of the members providing services on your forum. Since taking my advice requires changing your descriptions, I am not going to comment on grammar here. If you choose to take my advice and change your descriptions, then request a follow-up review. We can talk about grammar there.
