You should make a forum where everyone has admin privileges. However, at the end of the day everyone is returned to normal. For example, their signatures, avatars, ban status, etc are all returned to their original state.
Admins should not be able to change passwords or delete accounts. Posts should not be deleteable, only editable.
Perhaps everyone can do at most 20 actions per day or something so taht way at most only 20 posts could be ruined.
