Well, besides from a few points I'm going to quote, this is my take;
In a way, it sounds like they just wanna lock the offenders in their home all night. While I do think that's the best method, I also think that if these offenders are at such high risk to move them in an apartment..or just take them to a secluded area away from society.
It's not that hard to figure out. Sex Offenders hurt children because children can't fight back, and because they're more easy to manipulate. Nor do they (he kids) fully understand it's wrong.
This I could understand. They say if you're abused as a kid, you're more of a risk to do it yourself.

Halloween is a high risk time for sex offenders to repeat crimes. And that's why police in Illinois and Iowa take extra precautions. But, Iowa and Illinois do not have laws restricting all sex offenders from Trick R Treating.

There's still a lot of research being done about what causes offenders to target children.
