First Impressions & Appearance - (Out of 20)
Your banner at the top is nice, but I'm really not sure that I like the color scheme of your theme. I know that this is highly subjective, but I just really don't think the colors go together well. I also don't really think of a gaming forum when I look at your site. If you like the color scheme and want to keep it, then I definitely recommend getting rid of the dark gray table that goes around the entire forum page (the one that says "Halo: Reach Boards - Halo Reach Forums" at the top) because it really doesn't look very good to me. You could then just have the gold navigation bar attached to the forum page. Overall, I'm just not a huge fan of the theme because of the colors. You may want to change the colors a bit. I do like the icons, though.
Your forum looks semi-active at a glance. You've got a minimally acceptable amount of posts and members, but you've got an empty forum. Empty forums can look bad to prospective members; they can make your forum look inactive.
Overall, I wasn't too impressed with your forum at first glance.

Site Layout - (Out of 20)
Your index is relatively organized and focused on your site's main topic (Halo), but it's on the long side. First of all, I really don't think that you need to have a forum purely dedicated to small talk and "spam." I think that you should just combine those two forums into one off-topic discussion forum. Also, I think that you could combine your "Halo: Reach Maps" and "Halo: Reach Modders files" forums into one "Halo: Reach Custom Content" forum. I don't really think that you need to have forums dedicated to graphics and videos on a Halo forum (since you've already got a section dedicated to Halo media). Graphics and whatnot could be posted in your "Music and Arts" forum. Speaking of music and arts, I think that you should combine your "Movies, Anime, Television" and "Music and Arts" forum into one "Entertainment" forum. You could always put sub-forums. Also, I think that you should combine your "Xbox 360 Forums" and "General Gaming Discussion" forums into one "Other Gaming Discussion" forum. I think that some of the forums in your top category could probably also be eliminated. You could always announce your competitions in your "News and Announcements" forum or even make your "Competitions" forum a sub-forum under "News and Announcements." Overall, you just need to condense your layout.

According to my calculations, your forum currently receives about fifteen to twenty posts per day, and you've got about twenty posts for each of your fifty-four members. Your forum isn't dead, but there is still some room for improvement here. If you haven't already, you may want to advertise your forum on gaming topsites like XtremeTop100. After you do that, you can post around on gaming forums and advertise your forum in your signature. If you give helpful responses, people may be inclined to check out your forum. You can also search FP for some search engine optimization and promotion tips.

Staff Moderation - (Out of 20)
You have five staff members at this time. This seems like a decent number of staff members for now, and I definitely wouldn't recommend hiring any more. All of your staff members seem reasonably active on the forum, and each seems to do a good job of welcoming new members. Your staff members are doing a pretty good job.

Spelling/Grammar & Professionalism - (Out of 20)
Most of your descriptions are good, but there are some that are still really short and superficial. Make sure that every description does a good job of describing its respective forum, selling your forum to prospective members, and making it look like you've put effort into your forum. You've done a pretty good job with the grammar part of your descriptions. You've got some very minor errors, but nobody would probably ever notice them.
