Hmmm, so if I want to promote my forum, am I correct in thinking I should post stuff here and wait to see if I get noticed or are there other areas on this forum where I can go and post to promote my forum?

As Abu Taj al Deen has mentioned, you can submit your forum at Promotion Directory and regularly update the thread (every 24 hours) with new updates, request the services provided in second category of index page, or enter Site Battles. Take a look around the forum, check the guidelines threads, and feel free to ask if you still need help.
