I'm trying to find a decent New Zealand web hoster and most are one year terms, or some silly unreasonable web space quota only enough for a few html files and no actual database kind of website eg joomla or wordpress.

Good luck! You'll have to go to one of those old version websites and get the last Apache release that was compatible with Windows 95. 😉
