Can we do it on our own using other software? Plex was hacked and the credit card details of all users were stolen a while back.

No credit card details, supposedly, but some information was. The other alternative is Jellyfin, which I'm considering, but it's more complex to setup and run

Not at all, it's just a case of setting up a media server program, adding your media files and downloading an app on your phone, tv, laptop, etc and off you go.
