There is nothing wrong with paying for post or trading posts if your starting up 7 wanting your forum to look more active & content rich, but for more members which stay active on your forum in return for nothing, all i can say would be Advertise.

For getting more visitors/members from other places on the net, i would say doing SEO work on your site would be the best bet. You could use PPC advertising such as Google Adwords & Facebook Ads, but personally i think they are to expensive. Put some effort into building one-way back-links that are Not "nofollow" to your site. Links on forums, blogs, bookmarking sites are good. Good descriptions & articles with your forums link is good. Whatever Keyword/Phrase your want to target, put that as the Text for your link. The "Keyword/Phrase" is what you want people to find your website under when they search t in google, yahoo or other search engines.
Do on-site SEO work also. The above link-building will help your forum, but search engines also look into the content on your website. New, on-topic content helps. Check keyword density, etc..
