Can I block hidden Users on a phpbb forum ?

If you mean not allow people to use hidden stats sure:

ACP -> Users and Groups -> Groups -> Groups Permissions -> Select the group (note: you should just use "Registered Users") -> Misc -> Can hide online status -> no -> Apply permissions.
