Horizontal lines on the monitor

Our home desktop’s monitor is a Samsung 15 inches. Last year, it had developed a thin horizontal on the center of the screen. After a month, another horizontal line appeared between the first horizontal line and the bottom. Our tech in the office said that the pixels in that are may not be working anymore. In other words, it cannot be repaired and the only solution is to replace it with a new monitor. Any thoughts on this?
 
He's probably correct -- most likely they are now dead pixels. I can't recall the last time Samsung sold a 15" monitor so my guess is it's probably towards its EOL anyhow and well, well, well outside its warranty.

About the only thing you can try is to get into the monitor's OSD (on screen display) settings and reset it if it happens just to be stuck and not dead pixels.

Solid advice, try a factory reset and if not start shopping. Generally monitors are not worth getting repaired as their cost to buy is often cheaper then paying paying for parts and labor on an old one.
 
Monitors are cheap these days, you could upgrade to a 22 inch monitor for around $100.

LCD are very cheap however not all are cheap to buy. If you after 4K monitor with the top of the range specs that you ever need then you are looking above $500 or more
 
It looks like our monitor is a goner. We already had planned to replace it with a new one but we also have plans of replacing the entire computer so everything is on hold. But it would be a laptop this time if the budget permits. Laptop is more expensive than desktop. Thanks for your comments. At least our belief about our monitor is bolstered.

Exactly you only can do that
I have same problem with a new TV 3D 42 inches 2 years ago when I used it with my PC monitor and after 2 weeks, there is a problem happened and it had a horizontal on the right of monitor and I could not use it any more.
