WHMCS and WHMCS (both are integrated with cPanel/WHM)

I would say the best piece of software would be WHMCS.

Yeah. Sorry for being un clear. I meant the software that you see when you go to the site. I suppose that's the billing software also. Basically how they see presenting their stuff

Many host are use WHMCS but now lately I have seen a couple of host using HostBill.

I know our host used to use WHMCS, but that created more problems for them than actually solved if I remember right (too many bugs in the billing system or something) so if I remember right I believe they use Hostbill now (will have to check with Ash on this one, though.)
