Basically you would need a forum license, domain name, hosting. I would say it would cost you around $150-200, depending on the mentioned three factors above.

Yup, I have investment for it what platform can I use to build such forum. There out are vanilla & other forums software available but I want to know on what forum forumpromotion is built as it's a modern & responsive forum.

Xenforo and I believe its responsive and modern

It depends on whether or not you want to use free or paid forum software. Also, you have to factor in the hosting cost, which at first, might be low (due to the traffic), but might eventually need to be increased due to a shared hosting, VPS or server upgrade.
