How can we choose the right hosting solution for our website: shared hosting or dedicated hosting?

You should evaluate your website needs because this determines your choice between shared and dedicated hosting. The requirements of your small website with low traffic volumes make shared hosting a suitable solution.

Your website will benefit more from dedicated hosting if it possesses big traffic volumes and if it demand full server control. The selection of shared or dedicated hosting is based on the requirements which your website needs.
 
Shared hosting is recommended when your site is new and has low traffic, but as soon as you start using up all your resources & experience lag issues, it’s time to upgrade.

A dedicated server isn’t necessarily after moving from a shared environment, you should start by moving to a VPS first.

Not always. If you can catch a good dedicated deal from a quality provider, frequently you can get all those resources for your use (and usually more than what you get from the VPS) for about the same price.
As an example. I was with Hetzner. Had no issues with them and would highly recommend their VPS offerings. But I was able to get an older server with more resources for $2 less per month due to a Black Friday sell what OVH was having. And OVH will stand behind the hardware so if it has issues, they will repair/replace it or move me onto another server.

All of these are technical details, some people may get opinion of developper of the company to choose this or that.

I have issues when folks are entirely dependent upon the "suggestions/recommendations" of others. I actively encourage ANY admin to do some basic research so that they can assure themselves that they are not being sold a pig in a poke.
And honestly... to lay claim to being an "admin", they should be aware of that. Otherwise, they are simply a manager.

There is an in between of those. It's a VPS instance. Just because you may want/need more than shared hosting offers, it does not equate to having to jump into a dedicated server offering. For my Astro Site [link removed] I did so, but that was more because the OVH offering for a dedicated server (with more resources) was less cost than what I was paying currently for the Hetzner VPS.
With both solutions I was already having to depend on an outside MTA service, so it was really stupid for me to not save a few bucks, get more (and dedicated) CPU offerings as well as RAM and storage.
I personally continue to refuse to use shared hosting. That is due to a combination of issues... one being I hate the way most of the more common providers oversell and under provide... and then the most important aspect being I've been in the field or a "few" years and can generally run my own server as well as, if not better, than a shared hosting provider does and get better performance for the sites on top of that.

VPS/VDS frequently offers a more performant platform than shared hosting. But that does come at the expense of the admin having some familiarity of setting up servers unless they choose a managed offering.
