How do you get a whole lot of cpanels for them?

You buy one cPanel, and you sell different plans and they all have a mini cPanel on them, and you have the master one which controls the mini cPanels.

Does it cost or is there a free one?

cPanel is $7.95 USD a month. There are free choices though, Panel wise.

You need a web host manager (WHM) to control those sub-cPanels.

There are VistaPanel, and a few others I can't think of right now.

Running a host isn't free. Usually it comes with the softwar (WHM).
