Nice, it probably just changed a few days ago when the latest PR update happened, good luck with getting it even higher! Just having a few do follow links on high PR sites greatly helps your PR

Well generally higher PR sites will be worth more, plus others will want to link with you more, etc -happy-

That article is very old... The way Google ranks sites is constantly changing and no one knows exactly how Google ranks sites anyway so i would rely to much on info you find around.

The highest is 10 and lowest is 0. If your site is new, you won't get one for a while until it updates again and it picks up all the links to your site and so on.
