How do i get returning users?! I own the site http://otbotweb.com/ and we have a vote thing. Not many people use it. Why? And are there other ways i can get visitors to return?

You need to make sure that your site offers good value. There are a lot of directory sites which are similar to yours. I think you're best off creating something completely different, or finding a very unique spin on your existing concept.
Directory sites are usually used for two reasons,
1. For people looking to register their site and gain traffic from doing so. These people have no real interest in sticking around and will only return to update their information.
2. People looking to locate sites. These people will come, find what they need and then continue to that resource.
The dilemma you have with both of these is that neither group has a real reason to stick around. To get more users to do these two things you need to focus on professionalism, ease of use and a good first impression. If people find this in your site they will continue to return to it and use it again when looking for resources.

Its really hard for every site, but directories are on very hard mode when it comes to the return visitors level. Its not because your site isn't helpful or good but they do not have many reasons to return. If you'd give them a reason to do so they would return, at least a percent of them.

You could try sending automated e-mails to members who haven't returned since a month ago or more. Let them know that you miss seeing them around, and that they're always welcomed among your community.
If you're going to do this, I'd suggest providing an option to permanently unsubscribe, unless you want to damage your reputation by acting needy.

There are many directories out there and most of them are very similar. I think the important thing is to offer something unique. Something that members need that you offer, that others don't offer. Maybe, offer a cash prize for the site with the most votes?
Promoting it on social media and different websites may work but you also need to complement it with something unique.
