I am trying to remove a free forum, operated by a known spammer, shown here. I tried emailing [email protected], and the forum is still up. It is run by a guy that been spamming constantly for like 10 years.
How do ya get a spammer off Bytehost?

If you have tried emailing them and they aren't doing anything then there is nothing more you can do.
Not much you can really do if they don't bother taking care of it, it only hurts them in the long run anyway.
Besides, if that guy is dedicated to it as you claim, what is stopping him from just making another forum of the same thing and doing everything all over?
