How do you become a webmaster?

Recently I've been reading some articles and such and basically, when do you think that you or someone else becomes a webmaster? It is actually really interesting as from what I've read people assume you become a webmaster from creating your own forum (wether it be paid hosting or not) that doesn't mean your a webmaster. So, when do you think that someone becomes a webmaster?
 
You are technically a webmaster if you have a webpage. Even from webs.com or something. It is not some high, special rank you get from years of dedicated service to running a website :\
 
Do Facebook and twitter profiles count as being a webmaster since you run your profile eventhough FB profiles are easier to manage and add content, too?

I always consider a webmaster is someone who is the master/owner or maintainer of their or someone elses website.
 
I think in order to call your self a webmaster you need to know atleast the basics of creating webpages.Either through cpanel or html.You could get deeper and say you need to know mysql and phpadmin and the basic functions of that kind of stuff
 
IMO, to be a webmaster you have to own a proper webpage/forum. Not just a Facebook/Twitter page.
 
A webmaster should at least know how to use Dreamweaver, Frontpage, online website editors and other visual editors to create and edit website template for uploading to their web server.

But, some people who use blogger.com, Tumblr.com might also consider themselves webmaster since they run a website/blog online.

Yeah, I mean if you have a webpage, whether you made it or not, you are a webmaster because you own that space on the web. Even a subdomain, you own that.
 
a higher level of webmaster would be someone who knows HTML, someone who creates websites for fun or business or someone who knows a few WYSIWYG programs and knows how to operate and build websites with them
 
A webmaster isn't necessarily the person that owns a website. A web master is generally the person contracted by the owner of the site to carry out the technical stuff, like coding and designs. Sometimes its a member of the sites staff that is an active community member, or sometimes (most of the time from what I see) it's someone who just does the site design and handles technical stuff and doesn't even play a role in management of the site or anything.
