In my experience that is certainly a good starting point. I'd definitely recommend it in the short term and only consider forming a partnership in the long term if the workload warrants it.
You need to know what it is you have to offer, you also need to know what any potential partner has to offer in return. That requires trust on both sides and that only comes with time.
By building strong relationships over time with people who share similar interests and, most importantly, can effectively carry out the jobs or tasks you need done.
