Currently, we're using a rotation script for the banners, but photoshop is probably the easiest way to create the images. I think CS2 version of Photoshop is still free and legal.

The best free alternative to Photoshop is called Gimp.

I find it more difficult to use because I have been using the Adobe Creative Suite for more than a decade and am used to the location of tools and such. If you're new to this kind of thing and not in a position to pay for professional software like Photoshop, this is professional level.

Animated gif banners are created in a image editing program like Photoshop. They usually have pretty small filesizes, around 30-50kb.
