I should also note that MySQL databases are pretty much global, and not just exclusive to cPanel. It's where all fluid data regarding your website is stored. Forum posts, user information, etc. There are more database types than MySQL, but MySQL is by far the most widely used.

Even on free forum hosts (Forumotion / Proboards / etc), most store all of your information in MySQL databases. It's just that you can't access them...because they're free forums.
