The technology dates back decades (late 60s/early 70s, I believe). It didn't really become what we recognize as "the Internet" until the late 80s/early 90s, though. 1991 is the date when "Websites" on the Web originated. They were almost purely text-based back then. Mid 90s is really when the graphical/multimedia side of the Internet/WWW started.
Ha ha. I remember sparkly backgrounds, lots of flashing/blinking imagery, trailing mouse arrows, bevel...lots of bevel, annoying music, horrible miss-match color schemes, and big blocks of text with no hierarchy. Most of us probably didn't care because it was the norm.
And the Computer Misuse Act that would finally give more broken laws for the Government to prosecute Hackers against was introduced in 1990. However it is debatable that it needs to be updated.
Not sure anyone would remember this, but a very popular movie back in the mid nineties called 'The Net' helped make internet use more popular and mainstream. The movie starred a very young Sandra Bullock.
