How Much Does Localizing Help?

If you're not familiar with the idea of localizing, it's a process where you upload all of the image on your homepage to your server. This makes a faster loading speed for your visitors, and Google supposedly rewards quicker loading websites. If you've tried this, how did it go? Was the better SEO score worth the extra time of uploading everything to your server?
