You can't ask these kind of questions and expect a specific answer. It all depends on the designer. I know one who would do it for $50 and another who would do it for £220 - it's all down to the designer.

Not sure about phpBB, but mybb designers charge from $10 to $500+.

As said by allot of other people on there, the PHPBB3 styling system is notoriously difficult to work with, but it's not going to be easy to find someone who will do it for FP, also I think you are along way from tempting anyone with -7.00 FP 😛
