Some say people should pay via military service, assuming they qualify. Others say it should paid with tax dollars with no service requirement and perhaps others think there should be a service requirement - but just not the military.
Myself, I think people getting free money should be allowed two degrees - one that has promise, and one that is risky - so that taxpayers aren't cheated.
