I'd suggest that you need to offer something unique to your members, that is not found on other promotion forums.
Use packages and exchange areas on other forums to start getting posts and members to your forum. The Posting Packages and Exchange Central sections here on Forum Promotion would be great places to start.
A person who is not familiar with promotion forums wouldnt understand what your forum about and how do they sign up what is "post packages"? and all of that.
Be simple as possible at first.. you are presenting this forum expecting people know what everything is and how everything works, well thats not how it works, people are like children you have to lead them step by step.
Just make one general forum for people to post their forum urls to advertise their forum, and an affiliate forum once you get a lot of people doing that start presenting an opportunity for people to review their forums, then have post packages, and etc..
Its not that easy mate just create a forum and assume people know everything and join your forum and your forum becomes the next FP.
You gotta lead people and you gotta build a brand. Also I know your getting a real domain name so that should help.
If you really want people to join your forum, what you should do is buy up some spaces on popular sites, not too expensive but like $10 permanent link/button on a PR3 forum. Buy like 5-10.
People who join and make active posts at least 5 posts a day get their website link/button up on there. Pretty much they are paying 5 posts a day for a link on that site.
Once they posted enough they will get into the forum as well as in the community.
Get up some more posts and members. Visit the exchange and forum cash forums. I'm giving away FP cash in one topic in the forum cash forum so if you need more cash then go into that topic 😀
