How to add a Cash system like here?

Goto your hosting panel >> File manager and Open and Edit :

your forum directory/language/en/mods/points.php

Press Cntrl+F (to search/find) and search for Cash on Hand just simply rename it ti EU Cash.

Now refresh templete from acp
