How To Add A Error Over Radio

I am creating an online radio station. What I am trying to archive is that when the radio station is down, I want to output an error that the station cannot be loaded. It uses Windows Media Player to run the player. It connects to this url:

How doI get it to do something if it cannot connect?

If it carn't connect to the radio or the server is down that it's trying to stream I what it to connect to a mp3 file that says "Sorry but the radio is down please check but later" something like that.
