How to add a Front portal page like FP?

I want a frontpage like fp on my forums, is this a mod or coded and if it is how can i code one?.

I think the one we have here is coded, which as pandaa says shouldn't be too hard to do if you know HTML/CSS. However, you could use a mod like this one.

FP uses this technique:
