Making your forum look better
Members want to see a forum that's filled with activity and posting members and people that have a positive attitude on the forum, but to do that you need to add a theme, a banner, post topics in every forum, and sometimes you have to go the extra mile and make the forum two mixed categories. This way, you get members faster. Some people like Admin Forums and General Discussion forums, others like Debate forums and something like that. One member could like one subject and not the other, or someone could like both. This attracts more members. Although I wouldn't have a debate forum and an admin forum mixed together, because this would draw confusion and make members move on. Sometimes you need to know when something is weird and another isn't, because this would make weird things mixed together. Take more time between bumping posts (i.e. a few days when you had a new member go on a posting spree) to make the forum look better to members when advertising.
When to and not to
You need to know when to not make a change and when to. Ask around your active members, your staff, and see if they approve of your idea if you're making a major change. You're the Admin, and you need to know when they're is too much change and not too much, because if you make a huge change, before you know it, your forum is as empty as the pop cans sitting on your desk. Use common sense and your members will take it clearly and might like the forum better. Changes aren't always what your forum needs and it is never complete, there are tons of things you could do to a forum that gets thousands of posts a day to be 10x better.
Staff
Pick long lasting members of your forum who are very active and reliable staff and start them off small. People signing up to be staff isn't a good idea, and it will most likely lead to your topics and posts being deleted, and then your forum being closed. Only pick staff when you need them.
Additional Stuff
Add smileys and extra mods to your forum, this will even make members MORE satisfied with your forum than they already are.
Standing out
Forums take time, just advertise, advertise advertise, add more things, and do the things I mentioned above and just wait for it to take affect and your forum will be sure to succeed.
