How to discourage users from copying content?

This is a serious matter and what your saying, sadly won't change what there doing since they behind a computer screen and don't care about there reputation unless there dedicated and if they are they wouldn't of done it in the first place.

I recommend possibly contacting the site who has copied content and stating you will be reporting the site to the DMCA or google to get them taken down or removed from googles searches, if the content is not removed.
 
That is indeed an unfortunate bit of business. Sadly, it's not something you can really "prevent", either. People will take what they want and care very little about the creator's permission. You may not be able to prevent it, but you can fight it, if you're willing to do so.

For starters, you could register with the DMCA.

They'll provide you with a little logo to place in your footer: DMCA protected. It may not ward off potential plagiarists, but it will state that you're willing to fight them if you have to. If you fully register with them, you can file unlimited takedown requests, and they're generally pretty reliable. $100 a year is a pretty steep price though, but if you're willing to go that far to protect your content, there you go. Even a free account will get you one professional takedown case per year, so you could use it to try out them out if you're uncertain.
 
If at least most of them would link to original posters, not even bothered, but yeah, DMCA would be the first action to take
