Getting money from new forums is extremely difficult. Most ways of making money require traffic and as a new forum you won't have much traffic so will generate nothing. I can't tell you how successful rewards sites are but there isn't too much more you are able to do until you have a fair amount of traffic coming in.

It isn't really easy to make money straight from your forum, rather it would be easier to have some other online ventures to fund your forum. For example I got lucky today with a domain name I owned and made $100 😛. That money will most likely go towards my forum, at least most of it.

eBay is a good thing to gain money, chuck out some old stuff or try Neobux and reward sites are very good as mentioned above.

I think the best way would be to build an active site without ads, then go from already having a community, but that is just me.
Coppa, if your forum becomes active, you can generate some revenue from it. If it's not active, it is very difficult to earn from it. Hence, I wouldn't worry about revenue until you are established.
However, if you do plan on putting ads on your site, it's a good idea to put them on from the beginning. Members often don't like it if ads are placed at a later date.

To answer his question, it would depend on how much you would want to earn. If you want enough for a domain and hosting then doing some reviews, posting, commenting and designing can help you make some good cash. On DigitalPoint, there is a section called Contests (most are designing logos etc.) where you can make quick and easy money, sometimes $200 in 2 days if you are a good designer.
I suggest doing posts for money on forum promotion. A few members are willing to pay top dollar, for full and profesional posts. I have made a little over $20 in a month here. Not a lot, I know, but it's something. That alone can host a .com for sometime. If you want a more dirrect method of payment, use one of the following.
Linkbucks is a small site that pays you to have others click your links. Every 1000 clicks, you make a dollar. It may not seem like much, but get some referrals, and spread your link around. I got about $30 within two months of using it.
Swagbucks is a search engine that pays you in points for.. searching. It is mainly used for getting free stuff like guitars, and ipods, but you can use it in grabbing some paypal cards, which takes only a few days to get.
