How to improve?

Well I'm always looking to improve on everything I have relation with.
In this case my webmaster forum, www.hipromx-dev.com
I have made almost everything under my possibilities to try to make it an active community, but I'm getting no success at all.

I have a TLD domain.
I'm paying for private server monthly.
A nice theme (and logo)
A huge variety of categories (including a promotion one).
A reward (PPP) program.

Actually I feel that I have made everything to have at least a steady-grow community but that's not happenning.
So what can I be doing wrong? How can I improve?

You can make a few tutorial videos on Youtube related to your forum, and put a link to your forum on your video and video description.

I'm sure a lot of people on Youtube will be searching for tutorials related to programming, databases, and web hosting.

A blog with tutorials related to your forums category might also help, and submitting your blog to blog directories like Technorati, Blogtoplist, etc.
 
What have you been doing to promote the site? Blog commenting might work well for you, if you start posting useful comments on good quality blogs related to your niche.

Have you done any social networking on sites like Twitter and FaceBook?

Nice ideas.
But unfortunately I don't friends from the countries that I want as friends on FaceBook.
My twitter is kinda outdated.
I have done a few blog comments, but not yet watch results from it.
 
^^Indeed, posting more post related to your forums, and post exchanges with similar forums will help as well.

That doesn't stop you from having a fan page and encouraging people to join it.

Engaging with people on Twitter, who are interested in your topic would certainly help to promote your site.
 
I have to be honest - I'm not quite liking the name. I'm not sure how it relates to a webmaster forum.
 
It may be a unique name/domain, but I probably wouldn't remember such a domain, which would be an issue for potential return visitors.
 
Seems as if your website isn't loading for me so can't really help out, But like Fergal said you should make a twitter/facebook fan page. You don't become friends with them with a fan page and or a group page.
