I would say this is best possible method to get high Google PageRank(PR).
As you all know, or you may not, but Google PR increases/decreases depends on the amount of links coming into your website, and what is their PR.
One of the best ways to increase your PR is of course getting links from other sites who have at least 1PR to link to your site.
If you link to a bunch of 0 PR sites, it wont help you a bit to get Google PR.
So since you know you need high Google PR sites, you can either:
1. Go to marketplace sites/forums (cant list them here) and simply look in the links for sale section and you will find TONS of them ranging anywhere from $1-$5 a link per month. This means you pay them, and they link back to you and you dont need to put their link onto your website, and your link will appear on that site as long as that site is still up, and people who usually sell links, will keep sites for a years..
2. The other method or additional method is to find donation websites, that collect money for different sorts of donations or companies collecting money to cure diseases. A lot of them offer to link back to you even if you donate $1, and link back to you PERMANENTLY. Meaning you donate $1 and you link is there for as long as that organization is running, they usually run for about unlimited amount of time, because once if they cured some disease they collect money for another one and your site link is still there. The best part about this, is that these sites have 5-6 PR meaning you getting good link back for only a few bucks.
There are other linking methods but I am sure you know of them so I didn't bother to write it up.
