How would I promote my forum

There are a few things I would try if it were my forum.

Step 1: Check other forums to do with programming, and post around the ones that let you have a signature link back to your forum. That way you are targeting people that already know the forum world and that have an interest in programming.

Step 2:
Get social. Find social groups that are based around programming, and then get to know those people. Once a relationship is established to any degree, you can let them know about your forum.

Step 3: Start leveraging your current group of friends that are interested in programming. Invite them to the forum to hang out.

Step 4:
Go over SEO strategies and make sure you are competing for low competition keywords that will give you a decent result. Then you can target higher keywords later on, when your forum is much larger.

Step 5: Last but not least, make sure you are posting every day on the forum. The bigger the forum, the more active it looks. Then more people are likely to join.

Since penguin you need to concentrate less on individual keywords and more on key phrases that include your keywords.

Penguin has done this to stop keyword stuffing.
 
Social media is good for general forum...

If the forum is a niche forum then other related forums would be helpful.
 
I would agree that you need to consider another theme or at least offer a different one, that one is too dark.
 
I would like to present to you 1 innovative way if you have the time and resources.

Upload a how to video on how to fix a programming issue on youtube by showing a step-by-step guide on fixing the problem, then after you present the solution refer the viewers to our forum and let them know they can communicate and join like minded people.

I also would also recommend advertising with Google Adsense if you are in a position to do so.

Tweet about it, add a fan page on facebook, post about it on facebook, word of mouth, signature links. Blog commenting as well.
 
The theme is very dark. Also, the 'homepage' of the forum is a distraction. Why not just show the forum without the portal? As for how to promote, try getting paid or free (signature link) ads on other computer or programming related forums.

In my experience of running a programming board - I recommend you go where the programmers are. This may be social network groups/pages, IRC chats, forums, etc. and establish a name for yourself. Contribute to development, share some code and make friends with other programmers. Once you are well liked, invite your new friends to your new forum and ask that they invite their friends. Grow a friendly programming community and I bet it will get quite active.
 
Definitely by visiting other, related forums. You need to try and appeal to your target market, but in order to do that you need to make yourself stand out so that people are encouraged to join.
