Changing your template might help since it looks like you are using the default PhpBB3 theme which many forums already use.
Your forum logo is not showing up on the top left of your forum for some reason. I just see a broken image link icon.
There also seems to be a lot of sections on your forum which can make browsing your forum kind of confusing or make some sections look very inactive because of a lack of posts.
Combining some sections might make it easier for members to look for topics.
Making a login form at the top of the forum will make it more convenient for people to login instead of browsing to the bottom of the forum or clicking the login link to login.
Having a contest may also attract members to be active.
