I require a banner for my site

Size in pixels: 700x150 - not totally sure on this. I'd ideally like the banner to go the length of the forums (which are 'fluid' - NOT fixed - further clarification on this can be provided at the designer's request)
Type of payment: To be agreed

Colour scheme: Black/Grey + Red/Blue/Green
Text Subtext on image: Vanity Edge

Okay, so if you click on my forum, you'll notice how I don't have a banner. I've spent our first 5+ months without one - I think now's definitely the time to get one lol! If somebody can help me out, I'd be really ecstatic. My site is an entertainment based forum, and I really need a cool banner to put at the top. My budget is very small, so it will take a kind hearted person to help me out! Anything else you require, just ask in here?

I want to add a picture to it on the right, but didn't know if you wanted me to. The picture is clear so it would blend in with the black/grey background you have.
