It's a web-based proxy, not a network-level proxy.

I don't know much about proxies, but I have school internet. icyproxy is blocked, but the someimage one is not. Is there a way to post an address in an XMPP proxy field and have it route through icyproxy? I cannot get through to google talk because it is blocked and icyproxy gets around it, but I need it to go through XMPP. (A proxy field).
I don't know how all of that works.

I don't think so. This is a basic HTTP proxy. It sits between you and the destination server.
