That's personally something I'm against, you can have one General Discussions forum for all topics related to Warhammer or your specific guild/clan etc. and one actual Off Topic Forum where everything else should go in.
I have one, personally. My forum is about RuneScape, not what kind of taco members ate last. I don't see why a hundred thousand off topic forums help until a forum has 500+ members, really, if your forum is not about general discussion. I think most small forums and even medium sized forums deserve about one off topic forum and no other. The RuneScape Official Forums, the second largest forums in the world, has a single off topic section and very few people actually complain.
I have 2 on one forum (General Offtopic and Entertainment) and 5 on another (General Offtopic, Entertainment, Hobbies, Creative Writing and a rememberance forum, the last two were created on request).
Oh I also have a "silly stuff" subforum in the genral off topic forum on both.
I dont think there is a need for loads of off topic forums at all.
I think if you add any off topic forums, you should have one main General Chat forum and then make a few subforums for specific common interests. That way it doesn't clutter the main index of your board with forums that are not related to the main topic of your board, but you can still provide a place for people to unwind.
I generally advise against a bunch of off-topic forums. One or two only is usually my policy. Anymore and it seems to deviate from your forum's purpose.
