The forum needs atleast 1,000 posts, over 30 members and over 5 months old.
I'll do as much review as possible.
But of course, there is going to be limits for older members and newer members!
So, newer members will be considered as people under 150 posts and under 2 months old.
They will get a little review, but it will be a little bit slim.
It's worth it anyways as it's free!
Older members will be considered as people of over 300 posts and are over 3 months old.
They will get the deepest review from me, as long as I have enough time.
There may be exceptions of course!

First impression: When I load your forum, I see that the forum body (the sections) have an aquedate color, whereas the filling or background of your forum is very empty. I personally think it should have some color or background. It doesn't seem right to me that a background can be so empty. When I look at your navigation, I see Home, Upgrade, Contact Us, Search, Members, Staff, Advertise, Rules. I think they are absolutely in the wrong order. I would personally make it Home, Rules, Staff, Members, Upgrade, Advertise, Search and Contact Us. I see the different sections and think right now that it is a general talk forum. The stats are pretty good, with 43,766 posts and 2981 registered members. The forum is pretty active because the last posts are usually "Today" or "Yesterday". Some sections are inactive because last posts were about the 30/10 or 1/11. But of course, that doesn't matter if the other sections are alive and shows that your members are active. I would join it, in case I would have wanted some fun.
Appearance and layout: The header logo looks much too unprofessional, and doesn't create a nice contrast with the background. The background should not be empty in my opinion. You should put in a nice contrasted background. Also, as you have a general forum, the background should consist of images about your topic, meaning that you should put in entertainment, graphics, health, relationships & family, webmaster discussion related images so it fits your forum, or forum sections. The forum icons are pretty good, and even better if those are custom ones. However, the topic icons seem pretty dull and boring. You should put in some nice contrasted icons, so it gets more interesting. I personally wouldn't start a new topic with that. And by the way, this wouldn't really be here, but thee banners don't look like they are on the right spot, if you know what I mean. You should not put two banners in the right column, rather one there and one at the footer. The tweet and facebook buttons are good if you want to get some traffic from social networks. The prices however, which I hear about for the banners are completely not worth it. However, I will talk about this later in the review.
Activity: The activity is not too bad there. After looking into your members list, I see that your member activity is not good, almost not good at all. Almost everyone has a post count of greater than 0. That is good. However, when I look into the second or third page, I notice alot of members who are inactive since 2010-2011. That is not good at all. You should send out emails to those inactive people and invite them back, or make a contest and notify them. In case you do not want this, you should delete their accounts, to keep the forum smaller but more active. 43,819 posts and 2800+ members are not bad for your forum. Except the fact that many members are very inactive, the activity is going pretty well in your forum. Some sections are inactive, so you should consider posting in those ones to encourage other people to post there. I will personally not post in an inactive forum until someone does it. The forum is somehow inactive for me to join, and you need some serious posting if you want your forum to be alive.
Content: The content is good for your forum. After seeing some posts and topics, I see that your members have an aquedate-good grammar and spelling in english. This is encouraging for a forum to see that. I see many posts with lines which are more than 2, that they have two or more sentences, and have atleast 40 words. This is more than what you can expect for your forum. The content is good-very good in my opinion. However, I do see some junk posts with less than 10 words, and some are useless posts. You should remove them to get better SEO results.
SEO: The site has an alexa ranking of 1,061,742 and a page rank of 2/10. This is not too bad for a forum such as yours. Your site has a total of 147 backlinks according to alexa, which is pretty good. However, you should think of having more content and more activity to get a better alexa rank. It is somehow a little bit bad for your alexa rank not to be under 1,000,000 as the forum is somehow old already. However, alexa ranking and page rank is not really important for SEO. When I search Life's Circle in google, your site is the 3rd site on the page. That is good for a forum as people wouldn't want to go 5 pages deep to find a site. However, when I enter these keywords into google "general forum", "general discussion", "general discussion forum", "general talk forum" and so on, I do not see your forum there. You should have more content to get a better chance of slipping into the first page of google. However, in Bing, I do sometimes see your forum when I search the same keywords. Keep it up, SEO is looking quite good for you. What I suggest is post more, do forum competitions and build backlinks so your site gets a better rank for keyword searches such as the ones I have stated. Now, about the prices of your advertisements. What I see on your forum is this:

The unique visitor numbers of 3000-5000 MONTHLY is not really good for a big forum such as yours. The prices are extremely high and unrealistic. Let me tell you that sites with the double rate of unique visitors each month offers ad placement spots (the same as yours) offer about 1-10$ a month, so you should really consider having some MAJOR discounts if you want anyone to buy it. Don't take it up personal, but that's what I completely think. Page rank 2 is not worth a price like that, and page rank does not affect SEO at all so you should not evoke page rank in your thread. If yes then you should consider giving much more details.
Navigation: The navigation is aquedate to me. It's standard like every other forum should have. But the top buttons should have an order which I suggested in the first impression part. Other than that, your forum is easy to navigate like every other forums.
Now, some of my words: The forum is not bad at all, the only thing you need is activity. It's the only thing you need. Also, there are a few details which I have talked to you about that you should improve such as a nice contrasted background, better ad placements, etc. Otherwise, your forum is smoking. My rating for your forum would be 3.25/5 for me.

With a members base of 130, you should be able to get about 50% of the sections alive daily. With that, I can tell that your forum members are not that active. I see that some members are very inactive and have a very low post count. You should avoid this. This isn't the first impression which you would want to make when other people come in, so you should fix this.
