First Impressions & Appearance - (Out of 20)
First thing I noticed was that your site's banner is very colorful and the rest of your site is all shades of grey, and black. This is extremely dull and I recommend that you change this immediately. It is very boring and not really that appealing to my eye.
Also, I can't really figure out what your site is about. I am under the impression that it is about manga and anime, but you have some other forums as well.. Teen forums? Roleplay? Do these have anything to do with Manga?

Site Layout - (Out of 20)
Your first forum is News. You should change this to Announcements & Information. Or maybe even through Rules into the name. It is pretty obvious, but one day there may be that one user who thinks you are posting news articles there!
Suggestions. Change this to Suggestions & Feedback. Some times users want to post some positive feedback. So change that up! (I am a huge fan of the & symbol. It makes section's names look better and smaller).
New member introductions. Well if you want to keep it at least make it 'New Member Introductions'. However, I would recommend you change it to Introductions/Farewells. That way if someone is leaving they can say why and make an official goodbye thread to your whole site at once!
Popular Anime Series and Other Anime Series should be combined in one. Your other anime section only has one thread..There is no need for a whole new forum for it. Merge those into one. Or just make Other Anime Series a subforum of the Popular area. It will make your forum look more active if they are combined.
Also, your main category is Japanese Culture. Change this to Anime/Manga Discussion. It will fit your forum more. Unless you are there to strictly talk about Japanese Culture...
Off-topic. Hmm. Alright, make General Discussion first. Then alphabetize the rest. It will look more organized. And seriously, people are going to go to general discussion sections before they will go post in a roleplay section.
Teen forum? For some reason I keep on seeing teen forums on boards that are nothing to do with teens (specifically). You could keep this I guess, but you only have 1 post in it. Another thing I noticed: You are the third or fourth site that has their teen forum protected. I don't get why people are doing this. Maybe it is a trend, but in the mind of a reviewer, I feel there is no need for it to be protected. There may actually be no need for it at all.
Downloads. That fits I guess. And every forum likes downloads.

Statistics and Activity - (Out of 20)
Your forum has been here for a month and you have over 450 posts which is good. However, you don't have a lot of threads. I would recommend posting a LOT of new threads.
A reply is guaranteed maybe a few replies in response to it.
A thread is much more promising and sometimes can result in pages of replies!
The forum with the most threads is your News area. I guess you have more announcements and updates than you have stuff to discuss in your other areas. You should change that ...As soon as possible!

Staff Moderation - (Out of 20)
You have 2 admins, and one writer. That is perfectly fine because your board is not as big as others. Once your site grows and gains activity on a daily basis you should look at getting some moderators.
I saw that you have a graphics team. I would recommend getting at least 1 graphics team member who is good at their job. And get some more writers!
Your staff is doing a great job and I don't see any stray threads or inappropriate content.

Your site needs a lot of work. I know I was pretty harsh with this review, but that will only help out. I was harsh on the layout because it is pretty organized. And the style is not very appealing. You should try and find a neutral style. One that is not too dark, not too light.

Banner is very nice. I like that a lot. Try and incorporate some of those colors into your site's style.

Didn't like the style at all. The activity is not that great either. You need some more topics posted.
