First Impressions & Appearance - (Out of 20)
Wow. Your banner is amazing, albeit a bit large! I would recommend making it a bit smaller if possible (your header takes up nearly a full page on my resolution). The rest of your theme looks okay, but honestly, it was a bit disappointing after seeing your excellent banner. I expected a mind-blowing theme after seeing the banner, but what is actually there is actually a bit
bland. This theme would be nice for a professional website, but your forum is an anime forum; therefore, I think a more ostentatious style would be nice.
Getting past the aesthetics, I see that your forum does not have any empty forums (although the zero replies in one made me think it was empty at first, I see that it's not). Your forum's statistics also look decent at a glance.
Overall, my first impression was positive.

Site Layout - (Out of 20)
Your layout is concise and organized. This is great! Navigating your site is a breeze, and I'm sure your members appreciate that. The problem with your layout is that the focus of it doesn't lie on the forums related to the main theme. The category actually dedicated to anime and manga is much shorter than the other categories. Your layout is so concise that you could definitely
add some forums to that category. I wouldn't add too many, but two to four new forums in that category could really help to focus your layout. Perhaps you could add a forum for users to post their own fan art or fan fiction. You might even wish to add a forum for anime role-playing! Other than the focus issue, though, your layout is great.

Statistics and Activity - (Out of 20)
According to my rough calculations, your forum receives an average of approximately fifteen posts per day. You have about thirty posts for each of your seventy-four members. Your post to member ratio isn't bad, but you could definitely use some more posts and members. Since your forum is still relatively new, post exchanges are still on the table. Use post exchanges to make your forum appear more active to prospective members. Since your forum is an anime site, there is a wide variety of sites you can use to promote your forum. You can register on role-playing communities, anime forums, et cetera and post around while wearing your signature banner to advertise (just be careful not to spam other sites). Services on promotion forums may also be valuable to you. If you can whip up a banner as wonderful as the large banner on your site, you could submit that into the rotation to catch the eyes of potential members.

Staff Moderation - (Out of 20)
Your forum currently employs two administrators and one moderator. That seems like a good amount of staff members to have for a community of this size. One problem that I see is that the moderator you currently are employing only has five posts! Having staff members who post often is an important part of appealing to prospective members. Encourage this staff member to post more often. Your active staff members appear to do a good job of generating content and welcoming members. Other than the activity issue, I do not see any staffing issues on your forum.

Spelling/Grammar & Professionalism - (Out of 20)
Amazingly, I do not see any major grammatical errors in your forum descriptions. You also have some thoughtful descriptions of your forums. Some of your forum descriptions are a bit bland and robotic, and you may wish to add some personality to those descriptions; descriptions
are a very important part of your forum, as they can tell members a lot of what they need to know about your forum. For the most part, though, you seem to have done a very good job of setting up error-free, thoughtful descriptions. Just spice up the few that are bland, and you'll have a flawless set of forum descriptions!

Improvements to make: I think that you need to get your activity rolling and spice up your descriptions a bit. Creating or finding a new theme also wouldn't hurt.
