Incorrect post time in phpbb

I'm using the latest version of phpbb 3.1.x and I'm having issues with post times. They seem to be off atleast one hour. I've tried all different formats and one hour is the best it can do apparently. Other gave me an offset of 3 hours and a full year.
If someone knows how to help me out it would be greatly appreciated.

Apparently this is fixed by chaning the timezone to the suggested timezone, which is not the correct one.

Have you managed to fix this issue?

I think it would be under ACP > General > Board configuration > Board Settings.

Change your board time- ACP > General > Board Settings
