I find the related tags in-line link ads can be better for website which has small reading areas or very little content, so the content is not cover with in-line ads.

A webmaster can put these ads in the header or footer area of their site.

What other ad networks do they say it's compatible with?

Not sure, I seen http://www.scitechbox.com/ which run these ads with adsense, but I think it is best to e-mail Google Adsense before putting these ads on your website, so you do not get banned for running similar looking ads or violating the Terms of service.
